Symptoms

 Static files uploaded to Shared Components in APEX cannot be displayed at application runtime. (HTTP 404)
At this time, the following error will be output to the console log:

WARNING: ORA-04063: view "ORDS_METADATA.UNIFIED_POOL_CONFIG" has errors

java.sql.SQLException: ORA-04063: view "ORDS_METADATA.UNIFIED_POOL_CONFIG" has errors

 

Changes

 Dropped the database user that was used during the ORDS installation.
