Symptoms
When attempting to apply Patch 31961038: WLS PATCH SET UPDATE 12.2.1.3.201001 on WebLogic 12.2.1.3.0
the following message is seen
The issue can be reproduced at will with the following steps:
1. Set the ORACLE_HOME environment variable to the directory where you have installed ORACLE WEBLOGIC SERVER.
2. Upgraded OPatch version to 13.9.4.
3. Attempting to apply patch using command : opatch apply, it failed.
