Plan.xml Could Not Be Found Error Starting Portlet Managed Server (Doc ID 2764873.1)

Symptoms

The WebCenter Portlet managed server is down and can not be started.

The WebLogic Admin server logs shows the following error message:

 <Error> <J2EE> <BEA-160228> <AppMerge failed to merge your application. If you are running AppMerge on the command-line, merge again with the -verbose option for more details. See the error message(s) below.>
