SOA Servers Not Initializing (Doc ID 2766338.1)

Symptoms

On : 12.2.1.4.0 version, Fabric

SOA servers not initializing.
Some composites are loaded out of 400, but these messages are filled in logs.
soa-infra is not listed as Active and there is no message about 'SOA Platform is Initialized and accepting requests"
