Performance Issue When Using a DB Authentation Provider with Default Options (Doc ID 2766934.1)

Symptoms

High performance degredation when basic authentication is enabled at WLS.

- authentication provider was created: SimWlsDbAuthenticator
- basic authentication policies were created to access a WS
- slowness of service to authenticate is around 5-6 seconds till 11 seconds. If policy is removed, it takes less than 1 second

That thread was blocking other 30 similar threads trying to get a DB connection.
