When Creating a Service Provider (SP) Partner for ADFS Integration Fails using new Metadata file (Doc ID 2767187.1)

Symptoms

Weblogic is configured as SAML2 service provider to participate identity federation through ADFS (Active Directory Federation Services) and setup was working fine. The ADFS side renewed the certificate and provided a new Metadata file and when try to import the new Metadata into weblogic shows following error.
