Network Channels Not Handling HTTP/2 Protocol in WebLogic 14.x (Doc ID 2767836.1)

Symptoms

On 14.1.1.0.0 version, the https://host:port/console throws error when accessing via http/2.

Chrome replies: ERR_HTTP2_PROTOCOL_ERROR
  (net-export indicates an invalid frame received)
curl replies: Error in the HTTP2 framing layer
  (verbose: Remote peer returned unexpected data while we expected SETTINGS frame. Perhaps, peer does not support HTTP/2 properly.)
