OIM Certification Expiry is Reset to New Time When Reassigning to Another User

Oracle Identity Manager (OIM) Certification Expiry is reset (re-calculated) to a new time when reassigning it to another user depending on the operation.
The certification expiry can be configured by using Oracle SOA Composer as steps described below ;

The expiry is reset when reassigning parts of the certification as below steps;
OIM Identity Self Service Console -> Pending Certifications page -> Open certification -> Select certification factor -> Select "Re-assign" from Actions menu and reassign it to another -> Reassigned certification expires is reset (re-calculated)
(11g Only) The expiry is not changed when reassigning the whole certification to another;
OIM Identity Self Service Console -> Pending Certifications page -> Select certification -> Select "Reassign" from Actions menu and reassign it to another -> Reassigned certification expiry is no changed
