When "Maximum Capacity" and "Minimum Capacity" of DataSource are changed at the same time from Administration Console, the changes may fail.

If one sets the connection pool configuration in a datasource to the following values, it will fail with the error seen here:

Initial Capacity: 10 -> 0
Maximum Capacity: 10 -> 5
Minimum Capacity: 10 -> 0
