Java SE 11 Increases CPU Usage of Client Swing Applications (Doc ID 2769976.1)

Symptoms

When migrating a small Client Swing application from Java SE 8 HotSpot 32-bit Client VM to Java SE 11 HotSpot 64-bit Server VM, CPU usage increases by a factor of 2-3 at application launch.  Similar CPU usage is expected whether the application is run on Java SE 8 or Java SE 11.

Changes

 Upgrading from Java SE 8 HotSpot 32-bit Client VM to Java SE 11, which provides only a HotSpot 64-bit Server VM.  The Client VM was removed from Java SE 11.
