Symptoms

ISSUE

The number of workflows in WCC Native UI interface is different to number of workflows in ADF UI interface for same user.

Issue happens only when NeedToKnow (NTK) component is being enabled and used.

STEPS TO REPLICATE
-----------------------
1. On a WebCenter Content 12.2.1.3.0 instance, create a criteria-based workflow with a user to review the current version.
2. Check-in couple of content items matching the workflow criteria definition.
3. The content items should go to Review status.
4. The number of workflows in WCC native and ADF UI interfaces are NOT the same.
