NameSpace Does Not Map to Correct SchemaLocation URL after Upgrading to WebLogic 12.2.1.4

Symptoms
One JAX-WS application create different schema format after upgrading to WebLogic 12.2.1.4 from 10.3.6 (11g).
Comparing 11g result, namespace doesn't map to correct schemaLocation(URL) on WebLogic 12.2.1.4.
11g schema (original format)
Differrence:
[namespace_1] map to [url_2] as schemaLocation, but should be [url_1]
[namespace_2] map to [url_1] as schemaLocation, but should be [url_2]
Because external applications are referencing these URLs by their respective namespaces, So incorrect URL impact external application accessing.
