Cannot Start Up SQL Developer With No-JRE (Doc ID 2772698.1)

Oracle SQL Developer - Version 20.4.1 and later
Microsoft Windows (32-bit)
Microsoft Windows x64 (64-bit)

Symptoms

You attempt to start up "SQL Developer 20.4.1 no-jre", but it fails. Nothing happens, yet you can see the "sqldeveloper.exe" process exists in the Task Manager.

This issue only happens with no-jre type SQL Developer + 32bit JDK.

It is verified that the following is added in the product.conf:

4. It will prompt "Please specify the path to the java jdk home".

Then specify the 32bit JDK home:

"<JDK_PATH>\jdk1.8.0_281" and click OK.

5. You observe that SQL Developer does not start up.(Nothing happens)

However, the "sqldeveloper.exe" process exists in the Task Manager.
