Cannot Alter ORDS_PUBLIC_USER Password After Database Upgrade, ORA-65066 / ORA-01918 Errors (Doc ID 2774163.1)

Symptoms

Upgraded Database from 12c (Non-multitenant) to 19c (multitenant).

Unable to change password for ORDS_PUBLIC_USER, APEX_PUBLIC_USER, APEX_REST_PUBLIC_USER, APEX_LISTENER.

Errors encountered when attempting to change password ->

From PDB:
ORA-65066: The specified changes must apply to all containers

From CDB$ROOT:
ORA-01918: user 'ORDS_PUBLIC_USER' does not exist

 

The ORDS / APEX schemas exist only in the PDB and not in the CDB$ROOT.

 

Changes

 Upgraded Database from 12c (Non-multitenant) to 19c (multitenant).
