Deployment Scope in WebLogic Console Is Wrong

Symptoms
Before 12.2.1.4.0 WebLogic console deployments page shows all entries present in config.xml. But since 12.2.1.4.0 console only shows one entry (even though there are multiple entries in config.xml under different template scope) and the scope value wrong. e.g. Application: Service Bus Test Framework, in config.xml:
In WebLogic Console Deployment page, for this application the Scope value show: OSBTemplate template
After patch <32343813>, there will be 3 items with scope values: Global, OSBResourceGroupTemplate template, OSBBothTemplate template. Which matches the items in config.xml.
