ORA-12504 When connecting using UCP to Single Instance Databases (Doc ID 2774602.1)

Application using JDBC and UCP version 18c fails to connect due to error: ORA-12504, TNS:listener was not given the SID in CONNECT_DATA

This issue is specific to using UCP and specific to single instance databases ( It does not happen on RAC databases)
