Symptoms

Loading data from the CSV file is showing junk data for Japanese Kanji characters. No error occurs while loading, and the table is created with wrong column names and data.

Steps to Reproduce the issue in Cloud:

1. Invoke Database Action
2. Go Data Load in Data Tool category
3. Select Data Load / Local File
4. Drag&Drop attached csv file 
5. Click the setting icon (pencil) on
