In-process Reports Server fails with REP-52266 (Doc ID 2777750.1)

Symptoms

Attempting to run in-process reports server ULRs after configuring OAM on the same domain, the following error occurs:

REP-52266: The in-process Reports Server rep_server1 failed to start.org.omg.CORBA.OBJECT_NOT_EXIST: ----------BEGIN server-side stack trace----------

The reports server log rwserver_diagnostic.log shows this error:
