Symptoms
- Policy Manager server fails to startup
- Policy Manager log shows the below error
- Oracle Access Manager (OAM)
- The WLS Managed Server Running Policy Manager Is "Started In Warning State"
- Upgraded Oracle Access Manager (OAM) 12.2.1.3 to 12.2.1.4
- WLS Admin and other Managed servers start
- Issue is only with the WLS Managed Server Running Policy Manager
- Policy Manager server fails to startup
