Patch 32260099: SOA BUNDLE PATCH 12.2.1.3.201210

The SOA startup logs shows the following error:

Could not get reportees for "{0}" in configuration "{1}".
Error in getting reportees for "weblogic" in configuration "jazn.com".
Ensure that a user with the given name exists and has reportees.
