ocijdbc18.dll Can't Load 32-bit DLL On AMD 64-bit Platform (Doc ID 2779179.1)

Symptoms

On : SQL Developer 20.4.0 version, Making and Saving Connections
OS : Microsoft Windows x64 (64-bit) 10

For ODBC and other tools both 32 and 64 bit Oracle Client are needed. It seems, that 64bit SQL Developer 20.4.0 ignores Oracle Client settings and search for ocijdbc18.dll in the path instead. So it finds 32 bit version first, when we want to use OCI and gives this error. But it should use the 64 bit version.
