SOA Consoles Can't Login Post Upgrade (Doc ID 2779649.1)

Goal

I have just upgraded my SOA environment from 12.2.1.1 to 12.2.1.4.

When trying to access the URLs

https://hostname:443/integration/worklistapp
https://hostname:443/b2bconsole

I'm unable to login. I get mixed experience, sometime the login page does not display and the URL keeps flicking between URLS. This goes for ever

the SOA composer does seem to work

https://hostname:443/soa/composer

I can't see any errors in the logs so unsure where to start to look.

Same issue was observed with other browsers.
