Exalogic Virtual: Guest vServers Networks Not Working After Starting On Specific Dom0 Compute Nodes

Symptoms
In Exalogic Virtual rack (2.0.6.3.X & 2.0.6.4.X), in some cases issue of Guest vServers networks not working is noticed when starting on specific Dom0 Compute nodes.
Following symptoms are noticed on the Guest vServers at the time of the issue when starting on problematic compute nodes.
- Ping to both EoIB and IPoIB networks does not work.
- None of the network bonds have slave interfaces on them.
- When running "ibstat" command, it does not return any output.
- For EoIB, `mlx4_vnic_info -l` returns nothing (should be 2 slaves for EoIB bond), it returns the following message.
