WebLogic Server Startup Fails with Exception "java.lang.IllegalStateException: TimerManager is in STOPPED state", if the Deployed EJB Application with Timers, Fails to Start (Doc ID 2782049.1)

Symptoms

Deploy EJB application, with Timers, to weblogic cluster.
Once the deployment is completed, restart all the managed servers in the cluster.
Randomly on any one of the managed server, the application startup fails.
This results in the managed server failure with below exception.

The WebLogic server comes to running mode, after multiple restarts.
