Symptoms

Upgraded from Oracle Enterprise Data Quality (EDQ) 12.2.1.3 to EDQ 12.2.1.4

Upgraded Oracle Watchlist Screening (OWS) from 11.1 to 12.2

After the upgrade, the OWS application does not open. Upon login, the following error is seen:

java.lang.NoClassDefFoundError: org/apache/avalon/framework/configuration/ConfigurationException
