ORA-01031 error while connecting to ATP database from WCC server (Doc ID 2783105.1)

Symptoms

Oracle content server is trying to set event which is not allowed in ATP, hence we are seeing the below error recorded in the log.
Caused By: Error : 1031, Position : 0, Sql = ALTER SESSION SET EVENTS '30579 trace name context forever, level 2', OriginalSql = ALTER SESSION SET EVENTS '30579 trace name context forever, level 2', Error Msg = ORA-01031: insufficient privileges
This error piles up whenever we do some access in the content server.
