SQLEXEC does not work in Downstream IE if NOUSERID is used (Doc ID 2783747.1)

sqlexec will not work in downstream integrated extract, when using Nouserid/ Fetchuserid.

It fails with

2019-04-12 13:14:21 ERROR OGG-00663 OCI Error allocating statement
(status = -2), SQL <select current_timestamp from dual>.
