Oracle Identity Manager 12c: UserManager.Delete(user_login,true) API Fails With Invalid Number Error After Setting Delay Delete (Doc ID 2784850.1)

Symptoms

After setting the delay delete property (i.e. XL.UserDeleteDelayPeriod / Period to Delay User Delete) to some value, if you delete the user using UserManager.delete(USER_LOGIN,true) API, it fails with the following error and the user still stays active even though the usr_automatically_delete_on is set correctly in the USR table. The user should be disabled.

 Once this happens, the user is broken and cannot be deleted from the UI also.
