Oracle Access Manager Authentication Fails "System error"
Steps to reproduce
1. Open a new browser session and access and OAM protected resource
2. At the OAM login enter credentials, which returns the following error:
System error. Please re-try your action. If you continue to get this error, please contact the Administrator.

- The issue occurred after applying Oracle Fusion Middleware 18.104.22.168.0 ORACLE_COMMON home | JRF 22.214.171.124.0 SPU APR21 <Patch:32603656>
- Roll back the patch and no longer see the reported issue
