Symptoms
When attempting to authenticate with LDAP authentication scheme, the following error occurs.
ERROR

ORA-31204: DBMS_LDAP: PL/SQL - Invalid LDAP Session.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create an authentication scheme of type LDAP Directory
2. Specify host, port, username. No SSL
3. Press "Test Login" button
4. Error message appears
