Symptoms

 After applying SPB/PSU patch on WebLogic 14.1.1.0.0, the issue reported in the  Bug 31950565 - CDI WEB APP DEPLOYMENT ERROR WHEN THERE IS NO MANAGED BEAN IN APP, reoccurred evn though <Patch 31950565> is included in the WebLogic PSU.

Below is the error stack seen while activating the application after PSU/SPB.
