Forms 12c users are getting "FRM-93535 error=24, Too many open files" error.

FRM-93535: cannot create runtime process: unable to execute startup command

java.io.IOException: Cannot run program "frmweb" (in directory "/u12/app/oracle/MW_HOME/forms"): error=24, Too many open files

- When the number of users is above 300, users start getting the error.

- When the issue occurs the WLS_FORMS is restarted and the error does not occur for the rest of the day.
