WebLogic Console Authentication Fails When Having Multiple Authenticators with Control Flag as Sufficient (Doc ID 2786905.1)

Symptoms

When having the 3 authenticators ( DefaultAuthenticator, ISGAuthenticator (EBS),SSOAuthenticator(ODSEE)) with control flag to sufficient for all 3 and ODSEE authenticator at 3 place, the console login request with ODSEE user is simply refreshes. The debug (atn) logs show the authentication is successful against ODSEE LDAP.

The user login is successful if we reorder the providers by placing ODSEE authenticator at 2nd place and ISGAuthenticator at 3rd place.
