OSB 12.2.1.4 Remote Imports Fail After Applying WLS PSU April 2021

Symptoms
On : 12.2.1.4.0 version, OSB Core Functionality
This is an issue that affects all OSB customers with WLS PSU April 2021 that import OSB projects with JMS transport from a remote client.
After applying WLS PSU April 2021, import of application is failing. In AdminServer logs user sees these two messages:
<Warning> <HTTP> <BEA-101413> <The /com/bea/wli/sb/util/resourcediagnosticlocation.class file is a restricted file and can not be downloaded via the Classpath Servlet. Ensure this file is in the client classpath or if this file should be allowed to be downloaded, specify the package name or class name in the -Dweblogic.servlet.ClasspathServlet.allowedPackagesInSecureMode system property when starting the WebLogic Server.>
