Result Cache Fails To Start (Doc ID 2788274.1)

Symptoms

On : 12.2.1.4.0 version, OSB Web Console Design, Admin

Customer upgraded from 12.2.1.1 to 12.2.1.4. When he trying to start the result cache, he's getting the below error:
