WebLogic 12.1.3 JULY 2019 PSU or Latest is Causing Class Loading Issue and Tuxedo Transaction Fail (Doc ID 2789299.1)

Symptoms

On WebLogic 12.1.3.0.0 version, Class loading behavior is getting changed when WebLogic 12.1.3 PSU is upgraded from JULY 2019 to OCTOBER 2020(12.1.3.0.201020) or latest. Tuxedo side application makes EJB call to WebLogic <SVC_NAME>, it fail with below error on Tuxedo side:
