Login To APEX Workspace Gets: Error Processing Validation - ORA-04068: Existing State of Packages has been Discarded (Doc ID 2789613.1)

Symptoms

When attempting to login to APEX instance after converting DB to multi-tenant, the following error occurs.

Error processing validation.
Contact your application administrator.


STEPS
-------------------------------------------------------------------
The issue can be reproduced at will with the following steps:
1. Upgrade Database 19c
2. Converted the database to multi-tenant (PDB)
3. Upgrade APEX to 20.1


On apex_verify output, on APEX version, the following error is shown:

ORA-04068: existing state of packages has been discarded
