Error "Dependency not met" When Importing Tuxedo Plug-in in OEM 13.4 (Doc ID 2790249.1)

Symptoms

When trying to add TSAM 12.2.2 plugin to 13.4 by emcli, it reports error as "this plugin not compatible with 13.4 (only 13.1)".
Below error message appears when importing plugin:
