Forms 12c Form Does Not Load When Using The CONFIG=[Config Section Name] Syntax In the URL (Doc ID 2791976.1)

FMW Forms 12c form does not load when using the CONFIG=[Config Section Name] syntax in the URL

Modified the formsweb.cfg (using Fusion Middleware Control) to add new custom config sections.  After creating and saving the new config sections via Enterprise Manager Fusion Middleware Control 12c, stopped and restarted WLS_FORMS.

Forms can be accessed using the default config section.
For example:
http://<Host>:<Port>/forms/frmservlet?form=<form_name>.fmx

However, the forms won't load when using the config=[config section] syntax after creating the new config sections in Enterprise Manager Fusion Middleware Control 12c. Instead, the default "Welcome to Oracle Fusion Middleware Forms Services" / test.fmx loads.

After the configuration changes were made (that is the config sections were added) and saved using the EM, the formsweb.cfg file was not updated.
