OID 12c WLS Managed Server (wls_ods1) Crashing Frequently with Java.lang.OutOfMemoryError: Java Heap Space (Doc ID 2792242.1)

Symptoms

The weblogic managed server for DIP (wls_ods1) is consuming large amounts of CPU and memory after being started up.

The server can be started from a command prompt), from EM, or from console, as a windows service but it will start consuming high CPU and memory and then crash after a few minutes of running.

Users can be synchronized from the connected directory successfully using the syncProfileBootStrap command but new users or changes to existing users are not getting synchronized.
