OAM 12c Authentication Fails After Database is Stopped (Doc ID 2792418.1)

Symptoms

In OAM 12c, the documentation indicates that authentication/authorization should continue to function using a cookie based session store if the database becomes unavailable at runtime.  However, authentications fail with s Server Error after credentials are provided during login.
