Upgrade of OHS 11.1.1.9 to 12.2.1.4 Fails with "migrateAuthorizationDirectives NameError: directive" (Doc ID 2793276.1)

Symptoms

A standalone OHS 11.1.1.9 is being upgraded to 12.2.1.4.  When the Upgrade Assistant (UA) is run, it fails with the following errors:


The issue can be reproduced at will with the following steps:
1. Installed Java 1.8
2. Install OHS 12.2.1.4
3. Run the the Upgrade assistant (UA) from ORACLE_HOME/oracle_common/upgrade/bin
4. Upgrade Assistant fails with "migrateAuthorizationDirectives NameError: directive"
