Oracle Identity Manager (OIM) 11g and Oracle Identity Governance (OIG) 12c OIM Managed Server Fails to Start after OS Patching in a Clustered Environment

Symptoms
For a Zero Downtime Operating System (OS) patching in a clustered environment with 5 OIM Managed Servers in a cluster, OIM_HOST1 and OIM_HOST4 have been updated with the Oracle Linux (OL) 7patches. The other 3 nodes have not been patched yet. During the startup of the OIM_HOST1, the startup fails with the below error:
It looks like JChannel is stuck and waiting for a reply from the coordinator (the other patched node) for a JOIN, and is never receiving it. The same issue can be seen during the startup of the OIM_HOST4 as well.
The other 3 nodes which were not patched have not been affected.
Changes
Applied patches of Oracle Linux 7 Operating System to 2 of the nodes in the cluster of 5 nodes of OIM.
