Symptoms

Getting a certificate error when starting up JDeveloper 12.2.1.3.0.

When JDeveloper is started, it cannot authenticate the Certificate Chain. It is being blocked by one of the internal web filters, but there is no information about what it is trying to authenticate against.


Because if this, the developer environment never initializes.
