/em Soa-infra Dashboard Navigation Hangs And Times Out (Doc ID 2794473.1)

Goal

Followed Enterprise Manager performs poorly or appears to hang while displaying the List of SOA Composites on Composite Dashboard Pages (Doc ID 1351032.1) to regenerate states but Dashboard Pages still
hang and do not return.

SOA Purge regularly runs in this environment, keeping 7 days worth of data. The tables are quite small:

select count(*) from sca_flow_instance: 1,131
select count(*) from cube_instance: 1,093
select count(*) from wi_fault: 0
select count(*) from work_item: 77

Just noticed this in this environment (QA) -- all other environments, lab, dev, test, and prod do not have this behavior.
No changes to QA have happened recently other than a SOA RCU Database bounce and SOA domain bounce. Do not
know if the behavior existed before the SOA Bounce.
