"ORA-12170: TNS:Connect timeout occurred" While Trying To Connect To A Newly Upgraded 19.11 Database Using Jdbc (Doc ID 2794952.1)

Symptoms

Connections to a newly upgraded 19.11 database using JDBC 19c fail with the error shown below.
Connections succeed against a 12.1 or 19.9 database.

SQLcl connect times out with
Error Message = IO Error: Connection reset by peer, Authentication lapse 0 ms.

The alert log on the affected database reports:
