OPatch lsinventory Command Fails with Error Code 255 (Doc ID 2794973.1)

After upgrading Opatch to 13.9.4.2.5, Opatch lsinventory command is not working. It fails with the error

Opatch version command works and shows the correct, upgraded version. No errors were detected while carrying out the Opatch Upgrade Process.
