WebLogic July 2021 PSU spbat.sh Failed with Permission Denied Error (Doc ID 2797605.1)

Symptoms

Use the spbat tool for WebLogic but file spbat.sh is not executable.
using jar -xvf as mentioned in the PSU readme file.
readme does contain any instruction to grant execute permission to the script.
Same issue with other scripts such as run.sh.
