Using Double Byte Characters Causes Garbled Characters with WLST (Doc ID 2798978.1)

Symptoms

 Using double byte characters causes garbled characters with WLST on 14.1.1. this issue can't avoid with <Note 2365641.1> and <Note 2701968.1>.

For example, Creating a user using WLST as follows:

  1. Create user using following commands with WLST.
  2. Login WLS console.
  3. Navigate <DOMAIN_NAME> => Security realms => <REALM_NAME> => Users and Groups => Users
  4. See "Users" table. Garbled characters are found.
