Unable to Navigate to Audit Policy Section in Oracle Enterprise Manager (Doc ID 2799161.1)

Symptoms

In FMW EM Console, under the navigation tree, and using the dropdown to select 'WebLogic Domain' -> 'Security' ->  you are unable to see 'Audit Policy' under the 'Security' section. The only see Security Realms, Security Administration, and Keystore.
